护照

由本国外交主管机关发给出国公民的身份证明。蔡元培《与刘海粟》：“顷有北大学生王滨海、陈季德往德留学，在上海德领事馆申请～，须请有名誉之校长作保证。”

护照

一个主权国家发给本国公民用以出入国境和在国外旅行和居住的身份证件和国籍证明。持照人享有护照颁发国的外交保护。凡不持护照出入境的，即属非法越境。一般分三种：
❶外交护照，发给政府高级官员、国会议员、外交和领事官员，负有特定外交使命的政府官员，政府代表团成员等；
❷公务护照，发给驻外使领馆技术和辅助工作人员以及因公临时派往国外执行任务的人员；
❸普通护照，发给出国的一般公民、国外侨民等。护照期限一般为五年，可延期两次。无限期护照较少见。

一国发给本国公民，供其出入国境和在外国旅行、居留时证明其国籍和身份的官方证件。护照在历史上早已出现，但属于特殊的性质。1689年中俄《尼布楚条约》第5条规定，“自和约已定之日起，凡两国人民持有护照者俱得过界来往，并许其贸易互市”。18世纪，欧洲国家逐渐使用护照，但为特别护照。第一次世界大战后，护照的使用开始普遍，各国一般都采取护照制度。中国在1949年以前已使用护照；中华人民共和国成立以后，1950年1月开始启用护照，护照一般是一种正规的正式证件，印有国名、国徽和护照种类名称以及持照人姓名和护照号码。在护照上还载明持照人的基本情况。护照有效期一般为5年，期满前可以延期。护照一般有外交护照、公务护照和普通护照。颁发护照的机关一般为外交部、公安部门和使领馆。关于护照，国家有国内法律、规章予以规定。

国家外交主管机关发给本国公民用以出入国境和在异国居住、旅行和短期工作的身分证件和国籍证明。持有人享有护照颁发国的外交保护。一般分为外交、公务、普通三种护照。外交护照发给高级官员、外交官、领事官员以及上述官员的随行配偶、未成年子女及外交信使； 公务护照发给常驻国外机构的工作人员及其随行配偶、临时因公出国人员；普通护照发给上述人员以外的出国人员，如留学生、访问学者、工程技术人员、出国的公民和旅居国外的侨民。此外对集体出国的人员如旅行队、体育队、艺术团等发给团体护照。

前两款规定之外的公民出国执行公务的，由其工作单位依照护照法规定向外交部门提出申请，由外交部门根据需要签发外交护照或公务护照。Where any citizen other than those as prescribed in the preceding two paragraphs goes abroad to execute any official business,his working unit shall file an application with the department of foreign affairs according to the provisions of the Passport Law.
