剩余权力

residual power—power held to remain at the disposal of a governmental authority after an enumeration or delegation of specified powers to other authorities (在联邦制国家中，～一般都归属各邦。美国、瑞士等国都属于这种情况)
香港特区处于国家的完全主权之下。中央授予香港特区多少权，特区就有多少权，没有明确的，根据基本法第二十条规定，中央还可以授予，不存在所谓的“～”。The HKSAR is under full state sovereignty. It only has as much power as authorized by the central government. For those powers that have not been specified,the central government may give it further authorization according to Article 20of the Basic Law. Therefore,there is no socalled residual power.
