下马威

原指旧时官吏上任时一下马就显出威风，严厉对待下属。现泛指一开始就用严厉的手段或行动，向对方显示威严，例所谓“新官上任三把火”，他一上任就来了个下马威，指出各部门的缺点和错误，使众人不敢有所轻忽怠慢。

It is said that“a new broom sweeps clean．”Well，that is just what happened when he took on his new post．He dealt the staff with a head-on blow，so to speak．He pointed out their inadequacies and mistakes which forced everyone to be extra careful in their work．
