直接管辖。1884年姚文栋译《日本地理兵要》卷三：“昔丰臣关白，筑大坂城，凿内外二湟，使士民居其间。德川霸府继之直辖其地，浚河扩土。”1890年《日本国志》卷三十三：“全国学校直辖于文部省。”1928年余家菊等编《中国教育辞典》“学位”条：“我国又所谓得业士者，专门学校章程多规定其毕业生得用此称谓。十一年《交通部直辖大学通则》第八条云：‘专门部各科，三年毕业，给以证书，称得业士’，即其例也。”
