根据投资协议 （合同） 实际执行的投资额。即贷款按实际提取数或拨交的使用数填列； 客商直接投资项目 （合同） 的实际投资额，按客商实际投入的现金、实物、工业产权及专有技术的计价投资额数； 商品信贷按到货数计算。凡是本年内的实际投资，不论是执行本年签订的协议或是执行过去几年签订的协议均计算在内。
