关于朝鲜核问题的六方会谈中使用的概念。指除去核设施的基本功能，使之不能发挥作用。

根据9.19共同声明和2.13共同文件，朝鲜同意对一切现有核设施进行以废弃为目标的～。2007年12月31日以前完成对宁边5兆瓦实验型反应堆、后处理厂（放射化学实验室）及核燃料元件制造厂～。The DPRK agreed to disable all existing nuclear facilities subject to abandonment under the September 19,2005joint statement and the February 13 agreement.The disablement of the 5-megawatt experimental reactor,the reprocessing plant and the nuclear fuel rod fabrication facility at Yongbyon will be completed by December 31,2007.
