消肿xiāozhǒng

〈动〉比喻精简机构，裁减冗员。
　◇ “消肿”要从各级领导机关做起。(人民日报.1984.12.1)
　◇ 然后，韦炎章又顶住各种压力，排除一切阻力，进行机关的“消肿”和“壮骨”。(人民日报.2000.12.30)

消肿xiāozhǒng

原为医学术语，新也指裁减冗员、精简机构。例如：“在调整中，各部门要自行‘消肿’，不能上交矛盾，也不允许通过私自增设机构的办法应付了事。”(《北京日报》1985.3.4)“坊寒亭区‘消肿’有方，精简合并机构136个。”(《人民日报》1991.5.4)
有时也喻指制止物价上涨和通货膨胀。例如：“经过短短两年的治理整顿，我国通货膨胀已经明显‘消肿’，这种成效在世界上是少见的。”(《人民日报》1991.1.1)

消肿xiāozhǒng

原医学用语。比喻精简机构、紧缩人员编制等。
